I have been starting out small...Probably not the best route, because small bears can be a little harder to make look exactly like you want them.
I spent the last 2 weeks gathering my materials, as well as gaining some new fabrics. German Schulte viscose...which is just a fantastically soft material, and will make great tiny heads.
First up, a Christmas Tree ornament. The head is made of upholstery fabric in a pale golden yellow, which I plan on "aging" with ink, or paint.
I am making tiny wool felt stockings for the bears to hold. The stockings will be appliqued with primitive style decorations as well as beads.
I also want to make some tiny Santa bears. I made some about 20 years ago that I sold in a Craft Show in Ramona, CA. They were quite popular at the time. I may scale them down to use as ornaments on our tree :)
